Let us remind the political context at the time: Jacques Médecin fled to Uruguay three years earlier. His successor, Honoré Bailet, resigned in November 1993, facing difficulties to exercise his mandate. Jacques Peyrat is getting ready to leave the National Front to get hold of the City Hall.

Philippe Perrin is campaigning in the city of Nice. In stores posters bearing his image, made up as a politician, are posted, they proclaim: "White as Snow." Tracts are handed out and stickers are stuck. During the Carnival, the float made available by the association Verbes d'Etats is used as a propaganda tool by throwing flyers in the crowd. Philippe Perrin in his campaigning candidate's costume, strolls along the streets of Nice, shakes hands and tastes local produces. He holds along regular meetings in bars for two months. Some voters convinced, will be disappointed to not be able to vote for him.

The supports for this performance, posters, video, flyers and stickers, were produced during the collective exhibition Nouvelle Vague organized by the MAMAC of February 18 to April 11, 1994, a period concomitant with the campaign. The artist's work, first refused because of the subversive characteristic of its presentation in a Niçois municipal museum, was finally presented, the other artists having threatened to remove their works from the exhibition if he was not part of it.
